gpac can be moved to Fedora

Hi!
It looks like gpac can be moved to Fedora now. The only optional
dependency enabled by default in the current package is faad2, but AAC
decoding works fine via FFmpeg (ffdec:libfdk_aac or ffdec:aac with
libavcodec-freeworld). In fact, FFmpeg decoder is used by default even
if gpac is built with faad2 support enabled.
I'd like this to happen soon, so if Nicolas doesn't want to or doesn't
have time to submit the review request within the next few days, I'll
happily do it.

FCC unlocking service for Palcom modems to be used by ModemManager with the

Reasons to ignore the warnings:
- No manual page has been provided by the manufacturer. It is only called
without parameters from device id scripts. They are not to be used by the user.
- The same for documentation. ModemManager documents this and how this needs to
be implemented by the manufacturers.
- The device ids scripts have the same content because there is no specific
action for each one. Maybe others in the future could have some specific
behavior. As I commented, ModemManager rules are followed.
This is my first RPM Fusion package and I am seeking a sponsor.
