While that's true, at the same time that is the desired behavior - users
shouldn't be modifying our files in-place, but creating a copy of them.
Which is yet another good reason why the default files should be in /usr/share
then; r-c-d just need to look there and in /etc/foo.d and prefer the later if
they exist
