Fedora's openssl do contain ECC. But only handful of curves are included.
The request for enabling Bitcoin one is here:

But it is stalled. I've sent a query to fedora-legal list, but it got
stuck in moderation queue.
I submitted openssl-freeworld before EC was (somewhat) added to Fedora, with the intention
of doing bitcoin afterwards.
