x265 update to 1.6 (ABI bump)

Dear All, 1.6 update was requested: https://bugzilla.rpmfusion.org/show_bug.cgi?id=3593 It looks pretty clean and the only two users ffmpeg and vlc rebuild cleanly against this new version, so I updated it. ffmpeg is rebuilt already, but I don't have ACLs for vlc. Please bump and rebuild before pushing.
