libvlcpp moving to Fedora

Hello and Happy New Year! libvlcpp could have been moved to Fedora ever since vlc was included. So, I submitted a review request at https://bugzilla.redhat.com/show_bug.cgi?id=2335149 which was reviewed quickly (thanks, Simone!) and it's building for F40+. I've added RPM Fusion maintainer as admin to the Fedora package, too.
