It hasn't. It's still struggling to fill its repositories.
I cannot really understand why you are complaining about somebody else
not having finished a work when you are not participating. Do you want
to speed it up? Just give us a hand :)

repositories are still active and updated. In my view there's too much
chaos, and for me that means I'm not willing to become acquainted with
rpmfusion, especially not if it means I must hang out on irc channels
and hunt for interesting bits.
