It IMHO is not necessary, but makes things a whole lot easier for
everyone -- just like putting the repo files for yum into a foo-release
package ;-)

I would never suggest that to people -- or -- that way lie dragons:
quickly someone will test-build a package for review in Fedora and not
notice that it requires something from RPM Fusion as dep. Rpmnewfile
that uers need to manually merge is another bad side-affect.
Yes, creating whole new configs will be safer. And let's create
rpmfusion-mockconfig package. There should be no difference between
applying local changes into a new config and adding new repo into a copy
of current config. Only my workflow will be a bit different ;-)
