It seems you need to package Frogatto and its data separately.
From Frogatto website:
Please note: the source code (C++) is GPL, however, all content that
differentiates Frogatto as a game is private. We encourage people to
use our engine to make new games, but we don’t want our content used
to make modifications of Frogatto.
