I expect it would be the same as libva, some part are or could be

fedora, some others couldn't. In this case the vdpau backend could be part of
fedora, but the nvidia ones which explicitely rely on the proprietary nvidia
driver couldn't.

I think this package can be included in fedora without any issue. Actually
libvdpau also need proprietary nvidia driver to work properly.
I don't think vdpau-video have similar patent issue like libva. Debian already
included this package in their repo[1].
