It seems to be available directly in RHEL:
ftp://ftp.redhat.com/pub/redhat/linux/enterprise/6Server/en/os/SRPMS/tbb-...
My CentOS 6.4 box can see it in the repos as well:
$ yum list tbb-devel
Available Packages
tbb-devel.i686 2.2-3.20090809.el6 base
tbb-devel.x86_64 2.2-3.20090809.el6 base
$ cat /etc/centos-release
CentOS release 6.4 (Final)
