It was once proposed in RPMFusion. But we gave up. As far as I
remember upstream wasn't very cooperative. (Was it them who were
calling people names?)
https://bugzilla.rpmfusion.org/show_bug.cgi?id=679
I tried to package it in 2008 and chatted with the developers over
IRC; I must admit it was the least pleasant experience I ever had
with an upstream, and later I gave up.
I remember someone else trying again later (IIRC it was Jared Wilson),
then I've probably seen a couple other attempts, including the review
request linked above.
Just to highlight the kind of climate there (nicks changed):
Nov 26 17:09:18 zzz You know, Linux really needs to get rid of these
stupid package systems with thier daft limitations
Nov 26 17:09:25 aaa yep
Nov 26 17:09:28 zzz more troulbe than they are worth
Nov 26 17:09:35 aaa they also need to put an end to this distro crap
Nov 26 17:10:23 aaa it's absurd that, when running the same OS, a
program will compile on one box and not another because some jackass
idiot of a distro maintainer didn't symlink the right version of a key
library.
Nov 26 17:11:18 aaa not to mention the incredible amount of time
wasted with this bullshit, guiding a dozen people through a dozen
different packagings of the same app
Nov 26 17:11:40 aaa Most of which never get posted because of said limitations
Anyway, I'd love to have HandBrake in rpmfusion so feel free to check
out yourself, after two years maybe something has changed.
