I can help there. It looks like lib3ds-devel provides a pkgconf
config file so
something like this should work:
Well opencl-utils-CLRun-devel does not have a pkgconf and to be honest, I'm
frankly lost when it comes to cmake.

You really have two options here. If you want to send a patch upstream so you
don't have to maintain a patch forever then the above will work but you'll also
need to add the ELSE() condition to be acceptable upstream.
Hmmm, yeah that is what I aim for but I don't know how to detect if a shared
*.so file exists in cmake.
If you don't want to send it upstream (although I recommend you
do, it will
make you're life easier in the long run) you could go with a minimal patch and
not mess with creating a new cmake option.
That was my backup solution, but not long after I realized I still don't know
how to link a library anyway in cmake haha. I was going to play around with it
to see if I could get something but I haven't had enough time yet. Do you know
somewhere or someone to bug to get help make a patch?
