Well, it's not easy to install F24, but it's doable.

I do have a PIII (w/o sse3) running F24.
So can you test ? , if copy (overwrite) /usr/lib/sse2/libx264.so into
/usr/lib/libx264.so breaks x264 reading a movie or webcam, TBH don't
know how to test it.
But just do as root, cp /usr/lib/sse2/libx264.so /usr/lib/libx264.so
and find out if video x264 still working or crash ?
