Now I have another problem. The F-15 branch wants to be tagged as the
devel branch:
$ make tag build
cvs tag -c pushover-0_0_3-1_fc15
ERROR: The tag pushover-0_0_3-1_fc15 is already applied on a different branch

I suspect the problem lays in the devel branch (it should be tagged
