No, not fully. For example, it also holds kernel modules under Free Software
(normally GPLv2-compatible) licenses, which are not allowed in Fedora
because of the special rule against kernel modules (which I tried to get
overturned more than once because IMHO it doesn't make any sense, but
failed).
