Actually, I think the issue is with the rpmfusion-free-needsign-rawhide
repo, not with rpmfusion-free-rawhide. The repodatas contain references
to packages that have been moved to the regular repos already.
I'm seeing the same issue with another build :

I confirm builder try catch ffmpeg-libs-2.3.2-1.fc21.x86_64 from
plague-results , when it is publish in rpmfusion-free-rawhide.
So I simple do a new build on devel to regenerate the repo data of
rpmfusion-free-needsign-rawhide
