You can fire up System Settings in GNOME too.
Still can't find a place to switch phonon backend like Computer Admin -
Mutimedia in KDE4.
So I suggest not to hardcode dependency on specific phonon backend.
Also, the author don't recommend to depend on xine explictly.

Maybe off-topic, qtconfig-qt4 seems can only configure gstreamer backend in
gnome, even I only install phonon-backend-xine
