I would check your ~/.rpmfusion.cert
I was able to clone it using rfpkg just fine.
That didn't help, but I just found the issue :-) My FAS username is different
from my local username, so the login failed. Looks like this is different from
other sites like GitHub/GitLab that authenticate by SSH key only - might be
worth adding to the wiki (which I would do but this seems need yet another
account which I can't create).
Also worked for me now, thanks.
$ rfpkg --user my-fas-username clone free/libde265
