The BRs can be conditionalized like
%if 0%{?fedora} > X
BuildRequires: qt-devel >= 3
%endif
%if 0%{?rhel} > Y
BuildRequires: qt-devel < 4
%endif
and AFAIK the qt-devel package provides qtX-devel, where X in (3, 4)
depending on the version. So if you want to use qt3 on both Fedora and
EPEL then just add "BR: qt3-devel"
