Updates and plans before f38 branching

As fedora has branched already ('or close'), here is the plan for rpmfusion. I'm proposing that we skip the mass-rebuild this time. The Main reason is, we are late and I don't have the time to deal with it by the end of the week(next monday I will be on PTO for two weeks). Most packages that we care about, are rebuilt with newer compiler/features already. (ffmpeg and alikes) With the new gcc major version, coming. There is often its own set of problems. From the past, we already had to rebuild a dedicated subset of packages because of newer compiler... That been said, it would be better if packages that are currently broken in rawhide to be fixed, so if anyone can help on fixing theses ? https://paste.centos.org/view/raw/1d60bfff Also worth updating to newer package in rawhide before branching: https://repology.org/projects/?search=&maintainer=&category=&...
