This has been discussed before. Basically, it's new because it appeared
in F11-testing for the first time.
To be precise, it's a side-effect. Inheritance is implemented, but only
between stable repo and testing repo. Not between "release" and updates,
because the release repo is external (= not known to the pushscripts and
not maintained by the pushscripts) as it is a manually made copy of the
previous development repo.
There would be a work-around when populating the release repo
for the first time. Copy "development" to F11 updates, run
WhatsNew.py for that repo, then move the packages to F11 release.
Alternatively, it might be possible to use the "oldpackagedirs" map
for implementing enhanced inheritance, but then it would still be
necessary to run WhatsNew.py once when filling the external release
repo.
