Questions about cairo-dock build and push request

Hello: As libetpan 1.0 was pushed into F-12/13 updates (on Fedora side) and these updates contain library soname change, I rebuilt cairo-dock on rpmfusion12/13. Why does this build pull some packages from F13updates-testing? Fedora koji server does not use -testing packages in buildroot (except that those are tagged as override) and we don't know exactly when F13updates-testing packages are pushed into stable, so IMO by default we should not use Fedora -testing packages in rpmfusion buildsys.
