Switch devel to Fedora F-13 until we branch RPMFusion F-13

Hello, We need to fix our devel branch to use the fedora F-13 repository. Who take this task from the little team that has access to the infra ? https://bugzilla.rpmfusion.org/show_bug.cgi?id=1102 For the record, this is as needed as Fedora 13 alpha is scheduled for 2010-03-02 2010 03 09 (one week delay) and it would be nice to be in usable state before that.
