sorry can't answer your question haven't an arm processor to test, but only
found this patch.
OK, I'll add -fPIC to compilation flags, but leave the rest out. We can deal
with it when we build on arm. Probably only armv7 case needs to be added for
Fedora. Also, the patch you linked seems to disable NEON support altogether,
which can't be right.
