Unfortunately, that sounds just plain illegal to distribute, in RPM
Fusion or
anywhere else.

(That said, so is kmod-nvidia which RPM Fusion is happily shipping.)
proprietary kernel-modules might be in a similar area as above problem, but
from a quick look I'd say it's quite a different case because kernel modules
like kmod-nvidia
* are shipped independently of the kernel
* are seen as something like plugins by some people as the modules talk to the
kernel via an exported interface(¹)
So both things are not really comparable afaics (relying on the information
from above quoted comment here again; I didn't take a closer look myself).
(¹) please note that this does not mean that something like that is my option
