Folks, Tracking things down...my ~/.rpmfusion-server-ca.cert and ~/.rpmfusion-upload-ca.cert files were bad, they contained HTML 404 errors.  The rpmfusion-packager-setup tool wasn't downloading the correct URLs.    https://fas.rpmfusion.org/accounts/rpmfusion-server-ca.cert is a 404 as is    https://fas.rpmfusion.org/accounts/rpmfusion-upload-ca.cert I don't see where a better link to these certs are.
