I prepared a SRPM for RPMFusion that provides latest 'dtv-scan-tables'
files; 'dvb-format-convert' is compiled inside of it for converting all
needed files only.

Is this solution acceptable for getting all tvheaded's dependencies content?

I tried to build, but it requires v4l-utils version 1.4 or above in order
to convert the tables to the legacy format. The standard EPEL repos are
probably shipped with an older version of it.

Please notice that v4l-utils version 1.4 or upper is only a build
requirement, not a runtime one. The only thing that is required is a new
version of a format conversion tool shipped there. It basically do
something similar to this for every file inside the tree:
dvb-format-convert -IDVBV5 -OCHANNEL atsc/us-ID-Boise dvbv3/atsc/us-ID-Boise;
Converting all of them to the DVB version 3 "channel" format, required
by dvb-apps (and by ffmpeg).
So, if you're not shipping newer versions of it at RPMfusion, you should
either:
1) have a .spec file that would get v4l-utils version 1.4 (or upper), build the
dvb-format-convert tool and use the built version to do the format conversion.
2) have a different .spec file on RPMfusion that would just get the latest
Fedora *.rpm files and re-ship them as EL7.
