I guess so, fedora-review is a handful tool that helps track things, but is not
mandatory. As long as a package adheres to packaging guidelines and review
suggestion it can be approved.
btw, fedora-review started failing on my systems months ago and still does not
work (I get interactive prompts for GPG keys) and it's not able to assemble the
package cache (bugs still open).

Unable to approve ACLS in pkgdb

Sorry if this is known to be not working, but I'm unable to approve
ACLs in https://admin.rpmfusion.org/pkgdb.
It goes around and around for a long time, and then I finally get the
following error:
Proxy Error
The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request POST
/pkgdb/acl/pending/approve.
Reason: Error reading from remote server
Apache/2.4.6 (CentOS) Server at admin.rpmfusion.org Port 443
