rfpkg on silverblue throws a encoding declaration error!

Hello everyone.
I am trying to run rfpkg on a Fedora Silverblue system but I'm getting this error:

I talked with otaylor yesterday about this and he told me that the #! line(shebang) for rpmfusion-cert.py should specify a particular version. In python3 you *don't* need an encoding declaration, and in python2 you *do* need a encoding declaration and according to him, the file shouldn't even supposed to work(even in normal Fedora and it's weird how it works). This is mentioned in the error itself. The line 7 of the file rpmfusion_cert/__init__.py contains a name " Sérgio Basto" and é is most probably not in ASCII and that's what causes the error. Unfortunately I cannot edit a "linked" file on a live booted silverblue system.
My suggestions:
1) Please use versioned shebangs
2) Keep an eye on python activities/decisions on Fedora and adjust ourselves with them.
3) Use encoding declaration for python2 files (please) / Switch to python3 entirely.
I request to whoever in-charge to please take this issue seriously and fix it ASAP.

mythtv rebuilds

Hi all.
'mythtv' is the last rpm that i'm rebuilding for el7.
On rawhide only we can't build it yet for missing python3 packages from
Fedora (python3-oauth, python3-urlgrabber); we have two choices:
- Disable python on mythtv on fedora 30+ and build it
- Contact the maintainers of oauth/urlgrabber to get these Python3 packages

New ZoneMinder packages - except el7

FYI, new ZoneMinder packages representing the 1.32.3 release are building now for Fedora
branches.
I will push a new package for el7 branch after Antonio completes his work with new ffmpeg
& x264.

None of this really matters too much. As for the hardcoded-library-path error,
please read the note in the spec for more details. The
mixed-use-of-spaces-and-tabs is trivial and will be fixed in the next revision.
This package is mostly based off of the chromium package but has been trimmed
down to only really include the two codec libraries that Fedora will not
provide for legal reasons. I'm sure I'm probably building too much and things
can be trimmed down.
Note that this package takes forever to compile, but as I said, the spec likely
needs to be cleaned up, but feedback is welcome for sure. This will likely go
into rpmfusion free, but I'll be honest, I need to look into the source a bit
more as there maybe some nonfree bits.
I'll continue to work on it, I just wanted to upload something that built, so I
can get feedback.
One issue that should be addressed though; chromium depends on
chromium-libs-media, which this package provides as an alternative to the
trimmed down fedora version. I would think if chromium updates without this
packaging being updated, this package would be removed by the updater, while if
this package updates before chromium, it would cause broken dependencies.
EItherway, having rpmfusion's packages out of sync with Fedora's would no so
nice.
Perhaps a "chromium-freeworld" package would be better? The maintainer for
chromium has made it painfully easy to package a freeworld version, so this
wouldn't be too bad. I'll run a build of a chromium-freeworld package overnight
for testing, as I'm sort of leaning towards this being a better option.
