We don't need BOOTSTRAP when we don't bump ffmpeg at same time , why
you think we need bootstrap x264 ?

You link looks like a good catch. I've implemented the new koji quirks
and this seems to pass now (without any changes from the infra or
from the package).
Thx for finding this, this saved me a lot of time!
