aarch64 builders re-instanciated

Hi there,
As requested by linaro (our host provider for aarch64), I've had to
re-instanciate all of our aarch64 builders last week. It went smooth
thx to ansible, but it seems like one last missing bug remained, this
is now fixed as of the last 10 mins.
Others builders issue are related to the usual offset with fedora
repositories not published for all arches at the exact same time.
Please cancel/resubmit your jobs as needed.

Help with first time contribution

Hi all,
I'm a long-time user and would like to get into packaging. As a starter,
I want to resurrect libspotify (and then pyspotify), which was retired
after fc26. But after reading the Contributors Guide, I'm not sure how
to proceed.
Am I supposed to re-open the original Review Request (rfbz#2134) or open
a new one? Is this even the first step to take? The package is orphaned,
so I'd like to be the maintainer of it, as well.
Also, should I ask for a sponsor now or later?
That said, I have updated the spec file and produced a new srpm, located
here:
