I don't think packages should have the priority. At least not until it receives
the work that we are planning on doing on it and while useful for user it does
not have an influence on the other tools (bothi2, pkgdb2).
After thinking, pkgdb2 seems to be the most important, because we can
give acls to commit permissions ...
