Please remove perl from the Rawhide buildroot.

perl is not explicitely set in the minimal buildroot (either for build
or srpm-build) as you can see with
koji-rpmfusion list-groups f24-free-build
There is probably a need to create a rfpkg-minimal (based on
fedpkg-minimal) and use that instead of rfpkg
Anyone to pick this task ?
There is probably a need to sync with other fedora group changes if
any. (and remove fedpkg from our group).
