Are the html files standalone documentation, or are they used directly
by the application eg to show help ?
If it's the second, then I think we wouldn't mark them as %doc, since
%doc items must not affect the application running.
More precisely, you refer to --excludedocs installs of packages.
The excluded doc files MUST NOT crash the application. If the app can
cope with missing doc files and e.g. displays an error dialog, that
would be acceptable.
