As Michael said, you aren't expected to have access to it.
But you can send him the diff once the you email from fas and bugzilla match
I can't commit to the files either (don't even have an account), and
it's not one of my duties to fix the files regularly.
As why the package maintainers aren't permitted to touch the owners.list
files, dunno. Fedora Extras has had writable owners.list files, and except
for the occasional typos, no probs.
