I don't think there's a way to have them generated from same RPM, and while
disabling the nonfree repos initially would work, I think it would be annoying
for the end-users since it makes more sense to have to configure smart in the
same way they configured Yum. Also, a good point was raised on the list[1] a
while back... If there's any chance at having Fedora linking to the free repo
on their sites, we absolutely need to keep nonfree and free as far away from
each other as possible.
