I'm not sure to understand what's your issue actually ? And why you
make you think the repo aren't there.
We are in the development/25 layout:
http://download1.rpmfusion.org/nonfree/fedora/development/25/Everything/x...
And we also have the development/rawhide repo published for f26 already.
So really, please report your workflow that makes you think the repos
aren't there, it's important to undersand.

When I run
dnf system-upgrade download --releasever=25
I see
Failed to synchronize cache for repo 'rpmfusion-free-updates', disabling.
Failed to synchronize cache for repo 'rpmfusion-nonfree-updates', disabling.
May be add empty f25 updates repo as on main Fedora?
And some packages in f25 development repo still has fc24 suffix. May be
inform their maintainers that need quick rebuild this packages for F25 and
rawhide.

This is perfectly normal. If there are no reasons to rebuild a package,
it will not be rebuilt and if there are no newer builds for f25 than the
fc24 rpms, those are the ones that will be used.

Yes, rpmfusion-free-updates and rpmfusion-nonfree-updates should be
initialized, but will be empty until GA (General Available, 15/11/2016)

In fedora I am always build release for all supported versions (for example
f23, f24, f25, rawhide now) if it possible. And can solve build problems on
early development stage.
It help find roblems not only in my package but in all BuildRequires. Also
package builded with latest available BR versions that may have solve some
warnings or has new features.
I am think it is good for most packages.

You are , but it's not mandatory, not even technically
required.
If you think a rebuild is always better, maybe you should consider a
source based distro instead.
But a pre-built distro should only rebuild package when necessary
instead but instead focus

should move this question to fedora instead (in devel ml).
There you will have plenty of answers.

I understand you perfectly , I also advocate package rebuilds, but here
in RPMFusion , for now, we also try to save maximum infra work. So we
just follow Fedora rules , which in F25 we don't had any mass rebuild.
In F25 we got 7685 packages with f24 or lower disttag.
